This is mental and physical child abuse.
This woman is taking out whatever grievance she has with another adult (probably it's othe parent) on this innocent child.
She must be reported to child protective services.
Dunno the source of this video/images or the date but it looks like it happened in Guyana - hopefully authorities were contacted.
