A 15-year-old student of Fyzabad Secondary School is having medical treatment after he was repeatedly punched by a schoolmate who wore a brass knuckle, covered his face with a mask and wore gloves.

His mother is now seeking legal redress and a transfer, as she said three weeks after this incident, the bully is still at school, while her son is missing classes, and neither the police nor the Ministry of Education has acted in their interest.

Instead of going to school on Monday, the Form Three student spent the day at the Point Fortin Hospital (PFH) having treatment and a CT scan to unveil what injuries he may have suffered in the unprovoked attack which took place on September 27, just outside the school grounds.

The brutal beating was captured by the camera of a private enterprise. The footage has been in the hands of the police since September 30.

It shows the mask-wearing attacker running up behind his potential victim, pouncing on him, and raining blows on part of his neck and head.

The victim, who lives in Point Fortin, was walking towards a nearby bakery after school, to get a bite to eat while waiting for his regular maxi taxi to take him home.

The child fell to the ground, then got up as the assailant ran off. Dazed, and having trouble breathing, the child managed to walk back to the school.

His mother told the Newsday in an October 14 interview the school said it was unable to reach her by cellphone. Her son was put in the care of his maxi-taxi driver, who arrived and took him to the nearby Fyzabad Health Centre, where he was given oxygen and treated.

He was later taken by ambulance to the PFH, where he was further treated and had an X-ray done and given a neck brace.

Almost three weeks later, his mother said, he is still in excruciating pain and has not been to school since. She is afraid there may be long-term consequences.

She said on Monday morning he woke up in tears from the throbbing pain in his head, but she had to delay taking him to the hospital, as she was called into a meeting with school officials, the community police, her son’s attacker and his parents.

“That turned out to be an exercise in futility, because when the mother of the child was shown the video on a laptop, she said she could not identify him. She was not remorseful or apologetic for what her son had done.

"The community police officer said she could do nothing because I had already reported it to the regular police.

" Initially, the school told me that there was nothing they could do because it happened outside of the school’s compound.”

She said she argued that it happened just after school, just outside, and both victim and attacker were wearing school uniform, but that did nothing to change their position.

“I just trip and told them off and left, because they offered no solutions. If they knew they could do nothing, why did they make me leave my home in Point Fortin to come to Fyzabad on Monday while my son was going through his distress?”

The aggrieved mother said although bullying had been in the spotlight since the suicide of St Stephen's College student Jayden Lalchan, her reports were never taken seriously and she wondered if the authorities were waiting for another attack or for something to happen to her son before they acted.

She reported what had happened from the time of the incident.

“It’s going on three weeks since this happened and I reported it.

"I went to the business place to get a copy of the video, but they did not want to give it to me because minors were involved. They said they were only willing to give it to the police.

"I went back to the Fyzabad police station and told the police officer he had to go for it.

“I spoke to the businessman that night: he said the police did not contact him.

"I called back the station and the officer asked for a contact for the man with the video so he could e-mail it to him. Now, mind you, the police station is located less than five minutes away from where the incident happened.

“I passed on the message, but the officer never called to say if he got it.

I called the station (during the first week in October) on the Monday, Tuesday, Wednesday: the officer was not there. I got him on the Thursday. He said he called the school, but they were not helpful.

“On October 4, I went to the Ministry of Education, Victoria Division, to make a report. I was told the person handling that was not there and would not return until the following week. I was given a sheet of paper to write an account of what happened and leave it. I did that.

"To date I have not heard from the Ministry.

“On October 15, the Fyzabad police has asked me to bring my son so they could take a report from him. Imagine that, after three weeks.”

She said as far as she knows, the aggressor, also a Form Three student, is a school bully who is always picking on other children.

“He was also calling my son names and stuff. One day before the incident, my son was in class. I am told there is a hole or a space between the two Form Three classes. During classes, while the teacher was teaching, the boy pushed himself (through) the space and started harassing my son. My son drew it to the attention of the teacher. The teacher spoke to the disruptive student, who steupsed at her. The teacher then took him to the principal’s office.

"I don’t know what happened in the principal’s office, but this boy clearly planned to seek revenge on my son.It was premeditated, because he walked with gloves, mask and brass knuckles to launch his attack. What manner of child would do that?”

She said her son is afriad to go back to school, as the student who attacked him has not been suspended.

When Newsday first spoke to Education Minister Dr Nyan Gadsby-Dolly about this matter last week, she said in a WhatsApp message, “I think the media needs to be careful of these allegations and avoid sensationalisation without proof.”

She agreed some parents were not taking responsibility for their children, and some were “slipping through the cracks”.

The heads of the police Southern and Southwestern Division could not be reached for comment.

ACP Wayne Myster, head of the Southern Division, told Newsday last week the police were embarking on a national anti-bullying campaign which should be launched by the end of the month.

Political leader of the Patriotic Front Mickela Panday said these issues have been ignored and swept aside as if they were minor inconveniences for too long and the rising tide of violence was becoming impossible to overlook.

“How many more students must suffer before the system intervenes? The time for complacency is over. We need decisive action now to protect our youth, or we will all bear the responsibility for the consequences.”

BRAVO! Mr Browne did very well in delivering his address to the UN General Council. The Global North is seeing that we in the Caribbean Region, CARICOM and the Global South refuse to be silent in the face of their supremacist policies, and inequitites vis-a-vis banking & finance, unwarranted sanctions, trade, climate, human rights, and genocide

EVERY SINGLE Government in our region stepped up and did not put water in their mouth in calling them out and stating where we stand as a people and a region. Below are some of their speeches

CHAOS IN BELMONT Police have captured the two suspects involved in a shooting in Belmont this afternoon. Express journalist Gyasi Gonzales was there to capture the moment. At 11 a.m. today, two gunmen in a Nissan Tiida ambushed and shot two men at Serranea Road

The content cannot be displayed because you do not have authorisation to view this content.

There was mayhem in Belmont yesterday at St Francois Girls’ College, as students had to take cover in their classrooms and other areas of the compound, after gang violence erupted at Serraneau Road, just metres from the school.

The incident left two men injured following a drive-by attack, while the police later detained two suspects who had attempted to hide in a drain near the school to wait out officers who were searching for them.

By that time, the principal had already dismissed school earlier so parents/guardians could pick up the traumatised children.

According to police reports, at 11 am, two men in a Nissan Tiida and armed with high-powered weapons ambushed and shot Curtis John, 50, a self-employed labourer, and Tafawa Roberts, 24, along Serraneau Road, Belmont.

John was in stable condition while Tafawa Roberts was in critical condition at hospital last evening.

The shooting was heard on the school compound and the student, who was given permission by her parents to speak to the media, shared the ordeal firsthand.

“My classroom is located on the left side area of the school, where we could see straight into the yard, which is right next to our school. We saw police officers searching the area, presumably looking for the people involved in the shooting earlier. While this was happening, it was lunchtime, so everyone was outside. Our principal made an announcement instructing everyone to return to their home classrooms. It was a shock because not everyone immediately understood what was going on,” she said.

She added, “We took the tables and chairs to block the doors, and we moved the lockers to the back of the classroom to create a barricade, covering the windows just in case anything happened, since no one knew where the gunmen were. After a while, they locked the gates to secure the classrooms, and everyone was told to stay on the ground for safety.”

Parents and guardians also confirmed that their children were told to hide under their desks during the safety drill.

The student said while she was still waiting for her parents to come pick her up after the early dismissal, the suspects were found in the drain by police.

Police said after their attack on John and Roberts, the suspects’ escape attempt was cut short when their car crashed nearby. A manhunt ensued involving officers from the Inter-Agency Task Force and Belmont police.

After a four-hour search, the suspects were found hiding in a drain near the school. One suspect was shot by police and rushed to the hospital, while the other was detained along the St Francois Valley Road.

Police believe one of the suspects was also shot by his accomplice, and it was alleged the two men even attempted to change clothes to evade capture. They also denied reports which suggested the suspects entered the school compound.

Speaking to Guardian Media following the incident, Education Minister Dr Nyan Gadsby-Dolly was glad the students were not affected.

“Thank God, the situation was contained outside of the school by the TTPS. We also thank them for their interaction with, and guidance of the staff and students, to ensure that they were not exposed to danger.”

However, she said it was extremely traumatic when our nation’s school children witness violence, especially gun violence.

“The staff of the School Support Services Division will assist in the recovery of the students who would have witnessed the capture of the offenders this afternoon in Belmont,” Gadsby-Dolly said.

Also contacted yesterday, TTUTA president Martin Lum Kin condemned the actions of the criminals, expressing serious concern over the growing violence near schools.

“TUTTA takes the opportunity at this time to reiterate our concerns regarding violence, especially gun violence, which is openly perpetrated outside of our schools. We look forward to a whole society and a whole governmental approach to dealing with violence and indiscipline in Trinidad and Tobago. The sanctity of our nation’s schools is being breached and eroded on a regular basis,” Lum Kin said

This was the second violent incident near a school within days, following a shooting on Wednesday at a preschool that left a four-year-old child injured and two people dead.

National Parents Teachers Association (NPTA) president Walter Stewart also condemned the situation, expressing his frustration with the ongoing violence near schools.

He called on authorities to take immediate action and “get their act together” in addressing crime, emphasing the need for stronger security measures to protect students and staff.

“Schools are considered to be places of extreme significance, almost holy ground. It is unthinkable that such acts of violence and criminal activity are happening right on the doorsteps of our schools and learning institutions,” he said.

“We must consider the trauma, the after effects and the impact of such crimes on our students, teachers and educators, who now have to live with this for the rest of their lives. Students are actually witnessing dead bodies right in front of them as a result of murder and crime, and this is totally abhorrent.”

Stewart stressed that the safety of children should be a top priority and called for more effective crime prevention efforts in communities across the country.

Ex-cop among four arrested for beating man unconscious at CPL game

A former policeman, Sereste Brittlebank is among four men arrested on Wednesday night after they were caught on camera beating a man unconscious at the Guyana National Stadium, Providence, East Bank Demerara (EBD).

The quartet is also alleged to have assaulted a policeman during their arrest. The other three suspects have been identified as:

    • Trevon Williams, 31, of Annandale, East Coast Demerara (ECD),
    • Germaine Ragubir, 30, from Non Pareil, ECD and
    • Kevin Williams, 29, of Annandale, ECD.

According to police, the men were arrested around 23:40hrs for assaulting a peace officer and resisting arrest. They were reportedly seen beating a man in the grass mound of the stadium during a CPL match between the Guyana Amazon Warriors and the Barbados Royals. Eyewitnesses alleged that the victim was under the influence and was reportedly walking up to patrons and challenging them to a fight. When he walked up to Brittlebank and his group, the men unleashed a brutal assault on him. That individual is reportedly hospitalised.

Meanwhile, friends and family of the victim denied that he had started the fight. They said that he was indeed drinking like everyone else there and enjoying game with his family but was attacked over a flag. Kaieteur News understands that his assailants were arrested while leaving the stadium. The former cop is no stranger to the law. He was previously accused of brutally beating his common-law wife while he was still a police officer. He was later charged and placed before the court but his common-law wife opted to drop all charges against him during the trial.

Violence erupts at CPL match in Guyana, leaving 1 critical: 4 suspects in custody

A cricket match between home-side Guyana Amazon Warriors and #Barbados Royals turned into violence when four men brutally assaulted another man. The incident took place at Providence Cricket Stadium here on Wednesday, during a #Caribbean Premier League (CPL) match.

Guyana: An exciting cricket match between Guyana Amazon Warriors and Barbados Royals turned out to be bizarre after four men brutally assaulted another man. The incident took place on Wednesday at Providence Cricket Stadium in Guyana during a Caribbean Premier League (CPL) match.

    Image

The suspects were seen pushing several men inside the stadium and causing chaos while many others were trying to stop them.

According to the information, the incident left a male in critical condition after four males chose violence and beat him almost to death. The incident has sent shockwaves across the Caribbean region, with cricket fans calling out for banning Guyana from hosting such prestigious matches.

It is being reported that the victim was assaulted after the match ended, which the Guyana Amazon Warriors won. The brutal beating was captured by another patron on his cell phone, which shows the severity of the attack.

The police also said that four men are now in police custody in connection with the beating incident as they were identified through the video, which is now going viral on social media.

Meanwhile, several netizens are also taking to Facebook to call out for increased security measures at CPL games, particularly in Guyana.

People are also saying that Guyanese people don’t know anything about sportsmanship which is why the country should not be allowed to host such matches.

    Quote

“Guyana knows nothing about good sportsmanship. They are showing the world how they behave. The final should not be held there,” wrote a user named Sandra Samad, while another user named Kowshall said, “Until they can stop this foolishness, it time to restrict Guyana from hosting these events.”

A user named Barry Mamman expressed his concern to the CPL committee and said,

    Quote

“Sir, why the CPL committee constantly allowing games to be played, when it clearly shows that the safety and security for patrons and visitors are being compromised? Definitely in the contract HSSE is of foremost priority. Please respond accordingly.”

While the incident has left Guyana with a negative image, the police officials are expressing their commitment and saying that proper investigation would be done into the matter to ensure that it never repeats again.

GOVERNMENT senator Laurel Lezama-Lee Sing has “categorically and emphatically,” said she is not “ capable of such a horrendous act” alluded to by the public after an interim court order was made public on September 24.

Her attorneys have since issued a pre-action protocol letter to social media blogger Rhoda Bharath for her publication of a portion of the order and entertaining comments on her Newsauce page on the Facebook platform.

Up to late Wednesday, attorneys from the firm of Hove and Associates were finalising a similar pre-action letter to a media house.

Attorney Alisha Ponambalam told Bharath she was “liable for any and/or all republications” shared by other Facebook users.

Ponambalam, along with Farai Hove Maisasai, is seeking the senator’s interest and has alleged the social media blogger misused their client’s private information, leading to defamatory remarks being made by the public.

“You ought to have anticipated that there was a significant risk that the article would be shared given the position of our client and the abundant appetite for gossip and matters of a salacious nature, of the public of Trinidad and Tobago.

“Our client, states categorically and emphatically that she is not capable of such a horrendous act.”

They have asked for the removal of the Facebook post, an apology and a public retraction.

“This should be done via the same mediums as the defamatory statements were made.

“The apology and retraction are to be in terms approved by our law firm on our client’s behalf. Such an apology may reduce the amount of damages that a court may order you to pay for your reckless actions.”

They also want an undertaking not to repeat the statements, to desist from making similar or further statements, and a substantial proposal for damages.

Bharath was given until 9 am on September 25 to apologise to Lezama-Lee Sing.

In the letter, Ponambalam pointed out that the interim court order from the Family and Children Court Division of the High Court was granted ex-parte and Lezama-Lee Sing was waiting for her opportunity to be heard.

“Our instructions are that this is a private matter which has impacted the lives of three minor children and it is presently before the Family and Children’s Division of the High Court.

“Your actions by sharing this private information on social media can at best be described as irresponsible journalism and at worst malicious and premeditated.”

Ponambalam said the order disclosed “highly sensitive and confidential information” which their client expected to be kept private.

“The reckless dissemination of such information to the general public has put the mental and emotional health of our client and her children at risk.

“It has caused undue trauma in circumstances where you are unaware of any of the facts that are before the honourable court.”

She added, “The said defamatory headlines written by you and published on your Facebook online page paint our client in a negative light by the use of vacuous, misleading and unfounded allegations.”

The attorney further noted that the post has since captured the attention of other social media accounts, causing the public to “comment and chime in on the discussion,” speculating and “casting negative assertions” against their client.

“The nature of our client’s position requires the highest degree of trust, confidence and respect in her ability to uphold and carry out her duties as a politician and senator.

“Any blemish to her good name and reputation puts her life’s work and distinguished career into disrepute and severe jeopardy.

“Our client’s children have in some instances been targeted and tagged by your followers to the article and our client has now had cause to seek professional assistance for the mental and emotional harm that your publication has now caused.”

Ponambalam said Bharath said the Facebook publication was done sensationally and prominently “and with reckless disregard to the accuracy;”

She added, “You knew or ought to have known that the allegations insinuated in your publications were untrue.

“You falsely and maliciously wrote and caused to be published the defamatory statements in the article concerning our client; and you knew or ought to have known that the said article would be of a particularly sensational nature and you wrote and caused it to be published knowing it was private information, libelous and/or reckless as to the libelous nature.”

REPUBLIC DAY MESSAGE FROM MRS. KAMLA PERSAD-BISSESSAR

Opposition Leader of the Republic of Trinidad and Tobago on the occasion of Republic Day 2024.

As the nation heads into another General Election in the coming months, Opposition Leader Kamla Persad-Bissessar has issued a vow to all citizens that she would “continue to protect and preserve their constitutional rights, freedoms, and privileges.”

In her Republic Day message Persad-Bissesssar said the significance of our fledgling nation's adoption of a Republican Constitution in 1976 “must never be taken for granted.”

“In a constitutional republic, government representatives are elected. They then make laws and administer the country's business for a specified period. However, a charter of rights or constitution restricts the elected representatives’ actions and law-making abilities.”

She added: “In deference to and commitment to the truest tenets of Constitutional republicanism, I have always philosophised about improving Government transparency, restricting Government overreach, and protecting the rights, privileges, and freedoms of our citizens.”

Persad-Bissessar further noted that during the 2010-2015 period, her administration focused on “implementing progressive, people-centred policies and programs, which manifested a clear plan for our country's development in all areas.”

She said: “These included ensuring the safety and security of our citizens, providing for a safer country, providing quality education for our children, improving the standard of healthcare provided to citizens, and focusing on expanding the economy and creating sustainable jobs.

As our nation heads into another General Election in the coming months, I vow to all citizens that I will continue to protect and preserve their constitutional rights, freedoms, and privileges.”

According to her, during the past nine years of the current administration, “there has been an unending attack on independent institutions.”

She said: “Numerous attempts to subvert the Constitution and unprecedented government intrusion into the lives of average citizens have also occurred. From overbearing and overreaching financial legislation, health mandates, excessive spying and surveillance to interferences in the protective services, taxation authorities, service commissions, and EBC, this Government has taken the nation down a path of dictatorship.”

“Trinidad and Tobago is now a nation whose hallmarks are the erosion of our democratic institutions and tenets, an economic down spiral, an unprecedented, deadly crime and violence wave, and a citizenry forced to exist in fear and terror at all levels,” Persad-Bissessar added.

“Republic Day serves as a keen reminder that we still have remarkable powers to determine our nation’s future as a people. I urge citizens to use their voting power to ensure we protect our hard-won freedoms and demand an end to Government abuse, intrusion, and overreach.”

REPUBLIC DAY MESSAGE FROM THE HONOURABLE DR. KEITH ROWLEY

Prime Minister of the Republic of Trinidad and Tobago on the occasion of Republic Day 2024.

    Fellow Citizens,

Today, marks forty-eight years since we, the people of Trinidad and Tobago, declared ourselves a Republic, following an evolution of a newly independent nation in its continuing march towards self-discovery, self-assertion, and sovereignty.

On this day, we all can say that this country stands proudly, as a nation established firmly as a respected member on the world stage, and in equal partnership among all other nations.

I bring greetings from the Government of your Republic, my family and myself, as Prime Minister to all citizens here, and those in all corners of the world.

The generation in 1976 that witnessed that historic moment of the transformation of our form of government from monarchical status to a Republic will attest that, since then, our country and the world have undergone fast-paced, radical, and complex changes.

In Trinidad and Tobago, we must continuously ask ourselves: “Am I preparing myself? Am I preparing my children?” For those at all levels of authority and management in every sphere of activity, we must ask, am I contributing to the country’s preparation for the future?

With the spread of artificial intelligence, the world is said to be on the cusp of a Fourth Industrial Revolution (the 4IR) in e.g. robotics, nanotechnology, quantum computing, medical sciences, and energy -- all of which will thoroughly transform our overall lifestyles, how we work, consume, communicate and our individual future.

On another part of the world stage, Trinidad and Tobago just successfully completed its term in the Presidency of the United National General Assembly. This is further testimony to the strength of this country’s foreign policy, formulated in 1962 with respect for the equality and sovereignty of all states, and adherence to international law.

I want to publicly congratulate Ambassador, Dennis Francis, who represented this country in the chair of that UN body, for the efficiency with which he displayed his well-trained diplomatic skills, acknowledging at the same time that he carried on his shoulder the reputation and the ambitions of this young nation.

Overall, this country has made significant progress, which should be felt by and known to all citizens. We are just two small islands, yet our impact on the world stage could be described, objectively, as “phenomenal”. For example, citizens, be reminded always that we created Point Lisas, a mega concentration of energy industries that has been an industrial model, copied across the world. We also created the world’s first gas-based economy.

In Track, we say thanks to Hasley Crawford and the others; in Field, we thank Keshorn Walcott; in Cricket, we thank Brian Lara, Kieron Pollard, Dwayne Bravo, Sunil Narine, and so many other heroes; in Literature, we thank, Earl Lovelace and many others; in Dance, we thank Beryl Mc Burnie, Geoffrey and Boscoe Holder, Dr Sat and Mondira Balkaransingh and so many others; in Calypso, Sparrow, Duke, Chalkdust and many more, have told our stories. We invented and developed the Steel Pan, that instrument, we now share with the world. Our impressive list of heroes is long and continues.

Stepping back, in bacteriological research, our country must thank Dr Lennox Pawan for his internationally-recognised work on the rabies virus; in international politics, we thank “our forgotten son”, Eugene Acham Chen, born in San Fernando, who later grew up in Belmont and became the first Foreign Minister of the Democratic Republic of China, and was considered the “brains and soul” of the Chinese revolution of 1910.

Winifred Atwell played to rave reviews and accepted numerous encores from British and Australian audiences as her exceptional talent climbed to the top of the music charts.

Our impressive list of world-class achievements is long and must always include the contributions of our first Prime Minister, Dr Eric Eustace Williams to the study of West Indian history and Dr Rudranath Capildeo in mathematics.

But recently, a dark side of our country has emerged. Daily media reports are revealing incidents of crime, which are spreading haunting fears among us.

Here, at home, even as we celebrate, we have responded with a significant proportion of national budgetary expenditure spent annually on fighting crime. We must support our Police Service and other security agencies in their efforts to protect and preserve our accomplishments. To allay public fears, the Police Service is now required to be more inventive and forceful in their responses.

An appeal now, on this Republic Day, is to parents and guardians. Change the atmosphere and the mood in your homes. Create a warm culture of love and responsibility. Let your children take love to school every day; let the love in your home transform your community, our community.

Fellow citizens, Trinidad and Tobago is a place of natural wonder and beauty. We own a land which we must further explore, enhance and enjoy.

Let us see our local foliage, our flowers blooming. Let us set about landscaping our homes, and our country. Let us acknowledge all the good about our nation.

Let us all salute our Republic.

    Happy Republic Day.

REPUBLIC DAY MESSAGE FROM HER EXCELLENCY CHRISTINE KANGALOO ORTT

President of the Republic of Trinidad and Tobago on Republic Day 2024

    Fellow citizens,

On 1st August 1976, Trinidad and Tobago became a republic - a significant and momentous milestone on our journey of self-determinism. While Independence had granted us full control over our internal affairs, the British sovereign remained our Head of State, with a Governor General as her representative. Achieving Republican status was the next significant step of our journey of self-actualization, with our republican constitution establishing the office of President and transferring all allegiances and power from a distant monarch to the people of Trinidad and Tobago.

A republic, by definition, is a nation-state in which supreme power resides with the people and their elected representatives. The term itself comes from the Latin phrase “res publica,” meaning “public affair.” Embracing republican status requires us to accept that the wellbeing of the republic is indeed a public affair, in other words, a shared responsibility—the responsibility of every citizen of Trinidad and Tobago. Each of us can, and must, actively contribute to the well-being of our republic. Each of us can, and must, engage in the process of nation-building. Each of us can, and must, see ourselves as individual and indispensable architects of our country’s collective future.

Since coming into the republican office of President, I have found that a significant challenge has been getting citizens to step up when called upon to share their talents in this public affair of building our nation’s future, by giving of themselves in public service. Some have doubted their abilities, while others hesitated to commit the time and energy necessary to fulfil their duties as citizens, and as architects of our country’s future.

Citizens of Trinidad and Tobago, our vision of a safe, responsible, and productive nation can only materialise when we embrace our individual and shared responsibilities. Change will not happen on its own, nor can it happen overnight. Instead it is brought about by deliberate, concerted action and activism, personal as well as collective. It is brought about by all of us participating fully in this public affair of republicanism.

This Republic Day, I call on all citizens to discharge our civic duties with pride and vigilance—by participating in the political process, attending public consultations, staying informed about current issues, voicing concerns to our elected representatives, and advocating for causes that resonate with us. Let us take our roles seriously when called upon to serve and act as responsible members of the national community. Let us not content ourselves with sitting on the sidelines or ensconcing ourselves in the position of armchair critics. Rather, let us all answer to the Biblical injunction to “Get up; pick up our mats; and walk”.

Nation-building is often arduous work but Trinbagonians are blessed with abundant stores of confidence, courage, resilience, and strength. Let us therefore be more than mere observers of our nation’s development. Rather, this Republic Day, let us re-commit to stepping out of our comfort zones and into a fuller participation in this “public affair” that is republicanism. Let us put down our loudspeakers and instead, roll up our sleeves and work, including by answering the call to public service, to make our hopes and vision for the future, an achievable reality. 48 years is but a short period of our history, and while we have not yet achieved our full potential, I am confident that we possess the wherewithal to do so. Let us all do so by playing a more active role in the “public affair” that is republicanism.

I wish the citizens of the Republic of Trinidad and Tobago a blessed, happy and productive Republic Day.

Mr. Imbert further responded to concerns regarding an online payment option and criticisms as to it's unavailability as an option

On Aug 20, 2024 - Minister of Finance Colm Imbert discussed the results of the survey at the launch of the National Financial Inclusion Survey Report 2023

EXPRESS ARTICLE ON HIS REMARKS ON THE SURVEY'S FINDINGS

"Most of T&T saving money ...but majority using unsafe options at home"

New research has found that most of the population is saving money.

However, the majority of people surveyed are using the unsafe option of saving money at home and not in financial institutions.

While much of Trinidad and Tobago is embracing advancements in financial technology, a survey by the European Union and the United Nations Capital Development Fund finds there is still a strong preference for cash savings among citizens.

The survey was conducted among 2,000 nationals over 15 years of age in which geographic coverage, diversity in income levels, financial backgrounds, age, gender, ethnicity and demographic diversity among municipalities were prioritised.

Minister of Finance Colm Imbert said yesterday, “the research tells us that 75% of our population save to some extent, which means that in the world context, Trinidad and Tobago is a high savings economy. However, an astonishing 82% of this group choose to save their money at home, which is neither safe nor productive.”

He was speaking at the official launch of the National Financial Inclusion Survey Report (2023) at Tower D, International Waterfront Centre in Port of Spain.

He said: “Delving deeper into the numbers, what we know now from the survey findings is that the state of financial inclusion in T&T is complex and constantly changing. Financial exclusion is rising, with 25% of households lacking access to formal financial accounts due to barriers such as documentation and high costs.”

Within that 25%, Imbert said nearly 41% do not have sufficient funds to open and maintain an account, with 13% citing a lack of necessary documentation and 33% believing they do not need an account.

He added that of the 75% of financially included households, 74% have bank accounts, while 1% have accounts with credit unions, microfinanciers, and other financial institutions.

“These factors drive the prevailing preference for cash as the primary method for transacting and saving. Despite 88% of individuals having debit card facilities, 63% of all transactions are conducted in cash, exposing individuals to the associated risks of theft, loss, and mishandling,” Imbert said.

In addition to not having a bank account, the survey found that 85% of citizens do not own a credit card given that 22% were concerned about the high costs, 12% stated the application process was complex, and 34% had limited awareness of the benefits.

Imbert said seeing this, financial education initiatives should be tailored to different demographic groups through various channels, such as schools, community centres and online platforms.

While most people live within 15 minutes of a bank branch or an ATM, the distribution of this proximity varies, impacting financial inclusion rates, with some municipalities having greater rates of financial exclusion than other areas, Imbert said.

“For instance, 33% and 30% of the population in San Fernando and Penal/Debe, respectively, are excluded...It was found that there is insufficient knowledge and ability to understand the terms and conditions, fees, and customer redress processes of formal bank accounts,” he said.

Imbert also stressed that micro, small and medium enterprises are not immune to financial institutional challenges, with the survey finding that many MSMEs struggle with high borrowing costs, limited access to credit, and a lack of digital payment solutions despite contributing 30% to T&T’s gross domestic product.

“A staggering 77% of these businesses lack a business bank account. To make matters worse, 86% of these MSMEs exclusively rely on cash transactions, indicating a significant gap in the digital payments ecosystem,” he said.

The survey also found that the MSMEs’ decisions to accept payments depend on their clientele’s preferences and the need for reliable and secure financial solutions for individuals and businesses.

    Inclusive financial ecosystem

Imbert said the survey has prompted the Government to develop a comprehensive national financial inclusion strategy with four focus areas:

    • enhancing access to financial services,

    • promoting digital financial education and literacy,

    • strengthening consumer protection, and

    • encouraging innovation and collaboration.

“Our goal is to create an inclusive financial ecosystem that provides equitable access to financial services for all citizens, regardless of their socioeconomic status,” said Imbert.

Chief executive officer of Trinidad and Tobago International Financial Centre (TTIFC) John Outridge said one benefit of improving financial inclusion and shifting to cashless is its promotion of economic growth.

“A general argument is that when more people have access to financial services, they can participate actively in the economy. According to a study published by MasterCard a couple of years ago, excess dependence on cash transactions in the economies of both T&T and Jamaica was slowing economic growth by stimulating informality, increasing fraudulent activities and limiting financial inclusion,” he said.

TTIFC chairman Richard Young added that in just one year, $25 million has been processed through TTIFC-abled services (cashless services).

“Implementing digital payments in Government and other financial services is essential for combating corruption and enhancing service performance, as well as financial accountability. Additionally, we have already witnessed its impact on ensuring uninterrupted business operations after the recent global IT service disruption due to the CrowdStrike update. Amid a global event that brought some of the world’s largest corporations to a halt, our Government’s digital payment channels, enabled by TTIFC’s eCashbook system, remained operational,” said Young.

He said over 50,000 residents now use digital transactions for various Government services, such as the HDC’s e-Pay portal, the Ministry of Trade and Industry’s TTBizLink, the Environmental Management Authority’s Certificate of Environmental Clearance application system as well the updated voucher system of the Judiciary.

On Wednesday, The Gettysburgian, the Gettysburg student newspaper, first reported that at least two students had been suspended from the college’s swim team after a racial slur was scratched onto the body of a student.

Two days later, the family of the student who had the racial slur cut onto their body at a swim team gathering contacted the paper with their statement on the incident, which is currently under investigation by the college, per a statement by Chief Communications and Marketing Officer Jamie Yates.

The family’s statement says their son was the victim of a hate crime, which took place on Friday, Sept. 6 at a men’s team gathering where their son was the only person of color. Their statement goes on to share that “this reprehensible act was committed by a fellow student-athlete, someone [their son] considered his friend, someone whom he trusted. This student used a box cutter to etch the N-word across his chest.”

Gettysburg’s statement, released by Yates, said “Students involved are not participating in swim team activities pending the outcome of the student conduct process,” but did not release the names of any students involved, citing privacy laws and the “ongoing nature of the student conduct process.”

The school says that an upperclassmen member of the team reported the incident to authorities.

The victim’s family said in their statement the victim is one of the students dismissed from team activities.

“He did not choose the color of his skin tone, but has chosen to embrace the strength and diversity it represents. Our son did not choose to be shunned and isolated at the behest of some who pay lip service to inclusion and diversity,” their statement continued.

In a school-wide email, Gettysburg president Bob Iuliano said it was upperclassmen from the team who first reported the incident. Iuliano expressed his “profound” distress over the incident, adding “No matter the relationship, and no matter the motivation, there is no place on this campus for words or actions that demean, degrade, or marginalize based on one’s identity and history.”

The family’s full statement, first published in The Gettysburgian, can be found below. To protect the victim’s identity, the paper agreed to keep their identities anonymous.

“Two weeks ago on the evening of Friday, Sept. 6, our son became the victim of a hate crime. The incident took place at a gathering of swim team members. It is important to note that he was the only person of color at this gathering. The reprehensible act was committed by a fellow student-athlete, someone he considered his friend, someone whom he trusted. This student used a box cutter to etch the N-word across his chest.

“In less than 48 hours after the incident, our son was interviewed by the members of the coaching staff and summarily dismissed (not suspended) from the swim team. The punitive action was taken prior to the commencement of the Office of Student Rights and Responsibilities own investigation. This does not appear to have followed the policies and procedures stated in the Gettysburg College Student-Athlete Manual.

“As we wait to discuss the decisions made by college staff, the harm continues without much relief. Media outlets (social, online, and broadcast) continue to perpetuate misinformation stemming from an act of racial animus. In the same vein, the isolation that pairs with being isolated from many in the Gettysburg College community that he had come to trust deepens the harm.

“We want to be clear that we understand that an investigation should not be rushed. We support a fair and thorough investigation. To this end, we appreciate the standardized procedures and protocols that are in place. We know that they are meant to ensure that the rights and responsibilities of all parties involved are maintained and protected.

“At the same time, we have been proactive in seeking redress through other parties. Complaints citing racial discrimination, harassment and lack of due process have been filed with the NAACP Harrisburg chapter and the NAACP Pennsylvania conference. We have also filed a similar complaint with the Pennsylvania Commission on Human Relations. We are well aware that we retain the right to pursue local, state and federal criminal charges in this matter.

“We have come forward now with this statement in the expectation that it will add clarity, not stir controversy as we struggle to comprehend the nightmare that haunts our son and our family. We remain hopeful that Gettysburg College officials will maintain transparency and execute a just application of its rules.

“Our son had other choices where he could mature intellectually, socially and spiritually, and achieve his athletic goals. He chose Gettysburg College and its swim program because he felt at home on this campus. Indeed, we appreciated how we were welcomed by other swim team parents, swimmers and coaching staff. It appeared to be the right choice on several levels. For the sake of our son’s well-being, we are attempting to address the recent challenges by mirroring our son’s spirit of humility and courage.

“Our son did not choose to have a hateful racial slur scrawled across his chest, but he has chosen not to return the hate. He did not choose the color of his skin tone, but has chosen to embrace the strength and diversity it represents. Our son did not choose to be shunned and isolated at the behest of some who pay lip service to inclusion and diversity.

“We would be remiss not to point out that there are — thankfully — students who have reached out and expressed their concern for our son’s well-being. These individuals have chosen to resist pressure from others and not associate with him. In our family’s eyes, they stopped to help our son in his time of need. They have displayed courage and grace at such a young age, and their actions should be celebrated, not discouraged.

“Our family apologizes in advance if this statement offends anyone. We seek forgiveness if what we believe to be true is perceived as bearing false witness. This is not our intent. Rather, our intent is that — in some small way — a heinous act can serve as a transformative moment for Gettysburg College to live up to its ideals of diversity, inclusion and justice; to celebrate the College’s maxim to: ‘Do Great Work.’ We pray that together we can arouse a collective conscience promoting healing and help bring about justice for our son and the rest of the Gettysburg College community.”

Health Minister was robbed at gunpoint in his constituency On Tuesday afternoon

The content cannot be displayed because you do not have authorisation to view this content.

MINISTER of Health and MP for St Joseph Terrence Deyalsingh was robbed at gunpoint while sitting outside a bar in his constituency on September 17 around 5 pm.

A video posted on social media shows Deyalsingh recounting the robbery to someone on the phone.

In the video, police can be seen driving away as Deyalsingh describes the situation.

He said, “Minister, so I am in St Joseph in my constituency, 5 o'clock, hot sun, bright sun, sitting outside Nyahbinghi bar opposite the church with a constituent.

“Two fellas walked up to me, put a gun to mih head and robbed me of my bracelet.

“Just letting you know where crime has reached.”

He paused for a few seconds and then continued, “No, no, no, the police here, you don’t have to get... I just letting you know.”

According to reports, Deyalsingh was outside Nyahbinghi’s bar when two men, one armed with a gun, confronted him and stole his gold bracelet before getting into a car and escaping.

Newsday visited the bar at the corner of King and Abercromby streets in St Joseph around 7.20 pm and spoke to an eyewitness.

The man, who arrived at the bar around 4 pm, said Deyalsingh was sitting with a woman when the robbery happened.

“Two youthmen came around the corner; one had a gun and pointed it at Deyalsingh’s face. They wanted the gold bera on his hand.” A bera is a traditional Indian-style gold bracelet.

The man said Deyalsingh initially resisted, but “when he realised they were really going to shoot him, he let them take it.”

The witness believed the suspects knew who Deyalsingh was and said the ordeal lasted about five minutes.

Another eyewitness also believed the bandits knew Deyalsingh.

“They did not call him by name, but they knew who he was, because they didn’t try to rob anybody else.”

The witness said he was traumatised by the incident and said police interviewed several people, including staff at a nearby auto parts store.

After the robbery, another patron at the bar saw the police passing and flagged them down.

Later, officers in an unmarked police vehicle returned to the bar for CCTV footage and spoke to workers renovating the St Joseph RC Church across from the bar.

Calls and WhatsApp messages to Deyalsingh last evening were unanswered.

Former commissioner of police and political leader of the National Transformation Alliance (NTA), Gary Griffith, posted on social media, “Don’t worry, Terrance (sic), soon Gary Griffith will replace you as MP and he will make St Joseph safe again.”

Minister of National Security Fitzgerald Hinds told Newsday he hoped the two bandits who robbed Deyalsingh would be promptly apprehended.

Hinds spoke to Newsday about two hours after the incident.

“I am possessed of only very limited information in respect of this matter.

“The police, in fact, indicated that the event (was) broadly the way you described it – that the minister was going about his normal life, interfacing with his constituents, doing his work and this unfortunate incident arose.

“I am assured by the police that they are looking at that particular matter as well and that it appears as if they are making some progress.

“I am only hoping they bring it to a positive outcome and that they could find the miscreants who were responsible for another robbery in Trinidad and Tobago.”

Hinds said the incident reflected that no one was immune to the criminal behaviour of certain citizens and also non-nationals participating in street crimes.

“It really just demonstrates the state of affairs and the reasons why we all as a society have to strengthen ourselves (and) harden our targets, whether it is in a normal day’s work, whether it is while we are recreating, whether it is while we are at home.”

The police were spending time to sensitise people to this, he added.

“It also shows the need for us to come together and for the police to really accentuate on finding these miscreants and dealing with them in accordance with the law. I am happy to know Minister Deyalsingh – I have not yet spoken to him – but from the little I am aware of in relation to the matter, he is physically unharmed.

“I propose to speak to him very shortly about the matter and assure the police are giving attention to this crime.

“I am hoping, along with everyone else, that we get to the bottom of this and find the animals who would have done this.”

Hinds urged the public to help the police solve this crime.

“I must take the opportunity as well – since he was in a very public place at a well-known location – to call on the public, particularly those who would have been in the vicinity of this incident, which took place at about 4.30 pm or five o’clock this afternoon, to assist as best as they could in identifying the perpetrators of this crime and all crimes in TT.”

Deyalsingh is both St Joseph MP and Health Minister. He was first an Opposition Senator in 2010-2013. He was elected an opposition MP for St Joseph in a by-election in 2013.

He was re-elected to the seat in the 2015 general elections to become a government MP and health minister and was re-elected again in 2020 and continued to serve as MP and minister since then.

On September 6, during a media briefing at the Ministry of National Security, Hinds said the nation is experiencing a severe level of crime and the government understands and recognises this. He said citizens are entitled to effective law enforcement as mandated by law.

At the same briefing, Commissioner of Police Erla Harewood-Christopher outlined the police service’s “intensification initiatives” designed to reduce violent crime.

She described these initiatives as detailed, intelligence-driven and “effectively operationalised.”

Harewood-Christopher said these strategies have successfully met the TTPS’s goals, describing police operations as “dynamic.”

She said the police are continuously reviewing and updating strategies to combat criminals, make arrests and reduce violent crimes such as homicides, extortion attempts and home invasions. Harewood-Christopher specifically highlighted the Eagle Eye Project as a significant initiative aimed at fighting crime.

She said it would play a crucial role in strengthening security through extensive surveillance.

The project, launched by the Greater Tunapuna Chamber of Industry and Commerce (GTCIC) and the Tunapuna Police Station Community Council (TPSCC) in March, aims to enhance surveillance through installing CCTV cameras. The network, consisting of around 400 cameras, feeds directly into the police command centre and is monitored 24 hours a day.

The project is primarily based in northeast and eastern Trinidad.

UPDATE ON LEGAL MATTERS IN THE TERRANCE CHRONICLES

Terrance and wife threaten to sue Shania for leaking viral video

POLICE officer Terrance Ramsaroop and his wife, Renee Boodram-Ramsaroop, are seeking counselling to save their marriage.

Their attorneys have now warned the woman who was allegedly accused of “destroying” their marriage to apologise for the unauthorised reproduction and publication of a video showing the exchange between the couple and relatives on Ramsaroop’s alleged extra-marital affair.

The video began circulating on September 13 and was recorded three days before by Boodram-Ramsaroop as she confronted her husband at their home and questioned him about his relationship with a woman by the name of Shania Shah.

On September 14, the couple’s attorneys Boodoo, Balkaran and Associates, wrote to Shah demanding an apology for the video, which they said was not intended for public circulation. They have also demanded she remove her posts on the couple’s issues and agree not to repeat them or post anything more about them.

In a separate letter, attorney Roshni Balkaran warned members of the public against sharing the now-viral social-media video.

In the letter to Shah, the attorney said Boodram-Ramsaroop received a Facebook message from an “unknown user or fake profile” telling her she should question her husband about his relationship with Shah. Boodram-Ramsaroop was curious so she called the number provided. The letter alleged Shah identified herself by name and told her of her husband’s infidelity.

“We are instructed you were explicit in your account to Renee of the sexual encounters which you shared with Terrance and you informed her that you were pregnant as a result of the said relationship, a fact which you, yourself, had only come to know earlier that morning, just prior to contacting Renee.”

Balkaran said Boodram-Ramsaroop was left in a state of hurt, pain and anguish. She then confronted her husband. She recorded the exchange which has now become viral.

Balkaran said as can be seen in the video, Ramsaroop remained silent as his wife levelled the allegations against him. Meanwhile, Boodram-Ramsaroop sent the video to Shah to let her know Terrance never admitted to anything and asked that it remain private and confidential, Balkaran said.

The attorney said in the ensuing days, Shah “engaged in a course of conduct that can only be described as harassment of Renee.” Boodram-Ramsaroop received messages asking about Terrance’s whereabouts and that Shah intended to continue her alleged pregnancy. The letter said Shah later admitted she was not actually pregnant but used it as a means of reaching out to Boodram-Ramsaroop.

“As the initial hurt dissipated and the holes in your story seemed too blatant to ignore, Renee formed the belief that you were intent on destroying her marriage.”

Balkaran said the couple agreed to work on it and undergo counselling and this was told to Shah on September 12, asking her to stop “harassing” Renee as she wished to put the ordeal behind her.

“We are instructed that this news appeared to be met with displeasure by you, however, Renee firmly ended all contact with you on that night.”

Balkaran said on the morning of September 13, much to the couple’s dismay, the video was circulated on social media. “You were the only person to whom Renee sent the video recording.”

Balkaran said since then, the couple has been ridiculed and Terrance’s character, as a police officer, has been tarnished.

Finance Minister Imbert Slams Media For ‘Unprofessional And Biased Reporting On The Global Forum 2024 Bill

IN THE INTEREST OF FACTS, INTEGRITY & TRUTH THE FULL SESSION OF THE SITTING OF PARLIAMENT AS WELL AS THE FINANCE MINISTER'S FULL STATEMENT ABOUT THE MEDIA COVERAGE IS PRESENTED BELOW

FULL VIDEO OF THE SITTING OF PARLIAMENT SESSION WHERE THE 2024 GLOBAL FORUM BILL WAS DEBATED

MINISTER IMBERT'S STATEMENT ON THE COVERAGE

On Friday September 13th the Minister of Finance led a debate on the Miscellaneous Provisions (Global Forum): Bill, 2024 that involved both Government and Opposition. On Saturday September 14th and Sunday September 15th, the Trinidad Newsday and Trinidad Express carried coverage of the debate and astonishingly reported the Opposition’s false allegations in the debate in full, without reporting the comprehensive rebuttals made by the Government.

In five stories entitled “Saddam: Minister would be privy to taxpayers info”, “Saddam chides Imbert over new tax law” ,“Kamla hits Government for ‘disrespect’ over Blacklist Bill”, “Penalty now one-time fine of $10,000”, and “Imbert: Bill will get Trinidad and Tobago off of EU Blacklist”, two veteran journalists, in the Newsday and the Express, running counter to good journalistic practices of fairness and balance, carried the contributions from MPs Hosein and Persad-Bissessar respectively and only published the technical and explanatory clause by clause introduction to the debate by the Minister of Finance, but did not publish the rebuttals by the Minister of Finance and other government Ministers in the debate to the misinformation and falsehoods uttered and perpetuated by the Opposition.

MP Hosein in his contribution, as reported by dailies, accused the Minister of Finance of subterfuge claiming “In 2017 you agreed, after that joint select committee, to remove the minister as the competent authority and insert the BIR. And now, surreptitiously, you go back on that particular position and place the minister as the competent authority.”

However, the Minister of Finance pointed out that, “In all of our 13 double taxation treaties some of which go back 50 years and still subsist to this today, the competent authority is named as the Minister of Finance or his authorised representative.”

That was so throughout the five years and three months of the UNC government. The Minister of Finance also pointed out that in the 2017 US Tax Information Exchange Agreement, also known as FATCA, even though in the domestic legislation the competent authority was defined as the Board of Inland Revenue based on an unreasonable demand from the Opposition, in the actual FATCA Agreement that was executed with the United States, the competent authority is defined as the Minister of Finance or his designated representative.

Minister Imbert made it clear that designating the Minister of Finance or his representative as the competent authority for tax information exchange agreements is the global standard and established practice in almost every country, but none of this was published by either the Newsday or Express, who tumbled over themselves to publish a one-sided UNC version of events, which was replete with factual errors and falsehoods.

Further, Opposition Leader Kamla Persad-Bissessar, in a weird attempt at conflation during her debate contribution, insisted that the Global Forum Bill was somehow interlinked with the UK’s new Electronic Travel Authorisation (ETA) and that Trinidad and Tobago now requires a visa to travel to the UK. That assertion from the Opposition Leader is a most egregious lie and rather than also report the factual response of the Minister of Finance who clarified that the ETA is not a visa and is in fact a digital travel permit system and advance passenger information system that allows the UK government greater oversight of its borders for travellers who already have visa waivers such as ours, the Newsday and Express chose instead to publish the foolishness posited by the Leader of the Opposition.

A simple Google search by the two newspapers would have revealed that the ETA is a new system being applied by the UK Government to all countries that do not require a visa to visit the UK, including the USA, Canada and all EU countries, among many others, totalling almost 90 countries, yet the Opposition Leader falsely insinuated that the ETA is a sanction placed on Trinidad and Tobago because of our status with the Global Forum and the Newsday and Express reported her false and misleading statement as if it were factual, without any analysis or determination of the truth.

The Leader of the Opposition also falsely claimed that the legislation will allow police officers for the first tine to search people’s homes for documents. Minister Imbert debunked that falsehood as well and showed that the existing anti-crime laws have allowed police officers to search premises for documents with a warrant approved by a Judge for over 15 years. That rebuttal was also not published.

What Friday’s debate and the weekend media reports have demonstrated is that neither the Opposition nor the media are prepared or inclined to do their respective jobs, and the media is quite happy to publish lies without checking the true facts.

According to local news outlet BZ Basel, a man named Thomas, 41, had an appeal for release from custody denied by the Federal Court in Lausanne on Wednesday after he reportedly confessed to killing his wife, with whom he had two children.

The outlet said he had admitted to the killing during a crime reconstruction in March, and claimed it was in self-defence after she attacked him with a knife.

BZ Basel said the ruling from the court held Ms Joksimovic was strangled to death. An autopsy report included in the ruling said Ms Joksimovic's body was then dismembered in a laundry room with a jigsaw, knife and garden shears.

It added body parts were then chopped up with a hand blender, "pureed" and dissolved in a chemical solution.

BZ Basel also said Thomas was arrested the day after Ms Joksimovic's body was found, and initially told investigators he had found her dead and dismembered her body in their laundry room in panic.
