GRENADA: AUGUST 3RD 2026

GRENADIAN GOVT HAS TERMINATED AGREEMENTS WITH GLOBAL PETROLEUM GROUP

After 18 years without commercial production, and following a thorough review of the Global Petroleum Group’s (GPG) failure to meet its obligations, the Government has lawfully terminated its agreements with the company.

WHO IS GLOBAL PETROLEUM GROUP

In 2008, the Government granted GPG a license over 11 offshore blocks to explore Grenada’s waters for oil and gas.

In 2013, GPG was granted a development license and signed a Production Sharing Agreement over 4 of those blocks, providing the legal framework under which any oil and gas found in those four offshore blocks was to be developed and its benefits shared with the country.

Global Petroleum Group (GPG) is a Russian-backed oil and gas exploration company registered in Grenada. The government of Grenada lawfully terminated its production-sharing contract with GPG after 18 years due to the company's failure to appraise a 2017 natural gas discovery or meet contractual obligations.

Company Background

  • Operations: Focused on offshore hydrocarbon exploration near the Trinidad and Venezuela borders.
  • Key Event: Announced a natural gas discovery at the Nutmeg 2 well in 2017.
  • Status: Contract canceled by Grenadian Prime Minister Dickon Mitchell in August 2026 following extended reviews by a local Technical Working Group

Grenada's energy sector plans following the contract termination

Grenada is moving forward with a national strategy to repossess and remarket its offshore oil and gas fields to established international energy companies. Following the August 2026 termination of its contract with the Global Petroleum Group (GPG), Grenada is aggressively leveraging its bilateral partnership with Trinidad and Tobago to build out a regional energy processing hub.

Grenada’s Post-Termination Energy Strategy

  • Asset Repossession: The government reclaimed 7 reserved maritime blocks in April 2026 and officially stripped GPG of its remaining 4 development blocks on August 1, 2026.
  • Technical Reassessment: A local Technical Working Group, established under Prime Minister Dickon Mitchell, is independently assessing Grenada’s hydrocarbon potential using international industry standards.
  • New Investment Push: Grenada is actively promoting its newly vacated offshore acreage at major global events like Caribbean Energy Week (CEW). The state is offering ready-to-purchase seismic datasets to fast-track new exploration.
  • Infrastructure Upgrades: Plans are underway to expand local port facilities and upgrade the international airport to act as a logistics support hub for the southern Caribbean energy corridor.

Trinidad and Tobago's Involvement & Agreements

Trinidad and Tobago is central to Grenada’s energy plans, serving as the intended processing destination for Grenadian gas.

  • The Processing Pipeline: Instead of funding an expensive domestic liquefaction plant, Grenada intends to pipe its raw offshore natural gas directly to Trinidad. The gas will be processed and exported worldwide using Trinidad's existing, underutilized Atlantic LNG and petrochemical plants.
  • Active Data Sharing: Through a renewed bilateral push, the Ministry of Energy and Energy Industries of T&T provides Grenada access to advanced seismic and well data from Trinidad's North Coast.
  • Regulatory Assistance: Trinidadian energy experts are actively helping Grenada draft a modernized legal and petroleum regulatory framework to appeal to top-tier investors.
  • The Framework Agreement: This entire cross-border strategy is governed by a long-term Energy Sector Development Framework Agreement originally signed in 2012, which remains in force via automatic extensions.

Broader Regional Dynamic

Trinidad and Tobago is facing an urgent natural gas supply deficit. While the state has historically relied on domestic upstream projects and agreements with companies like EOG Resources, Trinidadian officials are actively looking outward. By securing processing rights for Grenada’s fields—and exploring future gas links with emerging regional giants Guyana and Suriname—Trinidad aims to preserve its status as the Caribbean's premier energy monetization hub.
